Enable MediaWiki:Custom.css to modify a Wiki. It currently doesn't operate after it is populated.
Clearing browser cache (via browser settings) and Wiki cache (via the Control panel) don't produce any changes, so there must be a code error, or the feature is disabled even though the MediaWiki:Common.css page can be edited.
